Usually you get paid for PhD... you don't need a blocked account . Just your contrct with stipendium amount or salary

By checking the PhD opportunities on the abovementioned platforms, they usually require a good written and spoken English language but they do not mention what is the desired score to be considered eligible. buddy you can check the sources which she mentioned or you can check on Daad.de. I don't know much about your mentioned field. I would suggest you can find the German word for your field and then try to seach it in German.

It is totally depends on type of schlorships... Some might accepts your English proficiency letter but I can't say for sure becuase it varies from schlorship to schlorship ..
