I bought 9 watt philips in 2019 and I use it as my primary bulb till now I didn't face any problem. Performance is the same, intensity has not decreased, I did not do a battery backup test for a long time because where I live there has not been a power outage for a long time.

Check with another bulb holder. Or in some other room or at an acquaintance's house if the same problem is happening everywhere. In this case, get the bulb replaced under warranty and if only one bulb holder is the problem then it could be a wiring fault.

It is automatically turning on and off during power cut when switch is off. When switch is on during power cut it is working normally. But when switch is off why it is automatically turning on and off.
