The way Wilber and Techno interact makes me think that Techno is the oldest. Like Wilber and Tommy go make a government together and it gets taken from them, then Wilber calls his older brother who is the Blood God, and together they over through and burn to the ground the government. (this is my head canon, feel free to debate it)
