a lot of towns and major cities have these, they clean out the storm water catch basins with them as regular maintenance, not just for flooding.

wwwwow rain floods drains and streets. the rain knocks down herbs the herbs get washed in the sewer it blocks the water flow in the sewer water fills the streets
