Some early versions of PS don't have the oil paint filter. If your laptop has the full version of Photoshop, Adobe place this filter in different locations. Go to my channel and click the magnifying glass icon (next to “About”). Type in "oil paint".

I'd love to get a tutorial for recreating the look of Twilight Creations's Zombies!!! cards, since they sell an entire expansion for that game that is nothing but blank cards and tile maps for you to create your own additions/expansions.
