If friction between m and m1 is = 0 then m1 pulls up m2 at minimum acceleration. This means that there is no angle to calculate. There must be friction between m and m1 if the angle is to be calculated.

No, Pal, the angle is the result of adding vectors of forward acceleration and downward gravity and is the angle the string takes in this interesting problem. tan theta = a/g.
