Usually the RS, but it could depend on your pattern or the effect you prefer.

These are the skacel by addi Rocket Squared needles and you can find them at most local yarn shops or if you don't have an LYS I know they are available online from www.makersmercantile.com/.

I like the look of the picot bindoff, but I find that it causes the edge to flare. Any advice to prevent or minimize the flare?

I would maybe try spacing the picots a little farther apart. But that's just a guess.
