Hypothesis: Like a lightning bolt, another electromagnetic force, light follows the path of least resistance, hence the "least time" to reach a given point.

Thank you very much! Least time, in the modern form of least-action, is one of the central pillars of our understanding of the physical world. Yet its teleological nature upsets those who accept only efficient causes, and reject final cause.

If you read Clerselier's response like a person with a brain you would see that he isn't supporting Descart's racket but he is saying that the principle of least time isn't proven just by saying hey look it acts this way almost always.

In the quote I use, Clerselier is attacking Fermat's principle of least time - since Descartes's optical theory was so blatantly indefensible, there was no reason for him to directly do so. I draw attention to how the principle of least time unnerves Clerselier.
