When Hamas won the 2006 elections, Israel immediately blockaded all funds and financial aid that was donated by the international community which was originally set aside for the Palestinians. This caused a cascading effect in Gaza. The elected Hamas leadership wasn't able to pay wages to government employees who were primarily with Fatah. This was a contributing factor in the civil war between them. This is Israels strategy if divide and conquer.
