Precisely. When the Japanese created the game, he (Balrog) was being given the name M. Bison 'cause of the resemblance to Myke Tyson's name =P. However, when the game went to America, everyone realized quite quickly that the name Vega would fit a Spanish character much better. And, for some reason, they decided not to call the Shadaloo leader Balrog and keep naming the boxer M. Bison. Instead, they switched their names, probably to avoid some sort of legal problems with Myke Tyson.
