He's decently vocal, but it's really the fact he's in a room full of fairly soft spoken individuals, so he's going to stand out as the loudest. Compare him to your average youtuber and you'll see he's fine. It's also that people have a harder time controlling their volume during strong emotion, and a little tell you can see that he's really invested in the story and not phoning it in.
