I think this needs an update. For one, Izhar Cohen actually tried again in 1996 and Elisabeth Andreassen tried again in 2015. And just this year, Alexander Rybak got another chance to represent Norway!

I think there are more entries from Elisabeth Andreassen missing, like Melodifestivalen 2011 and I think she did another MGP entry after 1996 in English? Lauri Pihlap from 2XL also did a few Eesti Laul songs solo, from what I recall Lootus in 2013 (loved that one) and I believe one in 2022 as well.
