what does it mean to "call water"?

That’s when you’re on starboard tack approaching a shoreline with other boats on the same tack around you which ordinarily would prevent you from tacking onto port tack. However, since you have to tack to avoid grounding, by calling “water” to those boats you have the right to tack onto port tack and they must avoid you, thereby over riding the usual ‘boats on port tack must give way to those on starboard tack’.
