To find the PNA, area of 2 sections were calculated and divided by 2 giving you 12.How can you assume based on that the PNA was in the flange?

The plastic section modulus, Zx, is used to determine the limit-state of steel beams, defined as the point when the entire cross section has yielded. This property is unique to steel, since neither of the other materials we are considering (wood and reinforced concrete) has the necessary ductility to reach this state. In other material we use Sx. Unlike the elastic section modulus, Sx, the plastic section modulus has no fixed relationship to the moment of inertia of the cross section. Rather, it is defined as the sum of all elemental areas above or below the centroid (x-axis) of the cross section multiplied by the distance from each of the individual elemental centroids to the centroid of the cross section as a whole.

No, fy is the strength of the material in this case is the yield stress of the steel. sigma y (sames as fb) is the stress due to the applied load.
