That's a very famous ending. The winning or drawing idea is to realize that if you push pawn to a2 and rook front of pawn, white's king has to stay at h2 or g2 and it cant ever approach the a-file. Also, white's rook has to stay at a-file as you noted. However, this is typically a draw as white can give perpetual checks. At 17:29 after g5 it seems to be a win. I believe it is because fxg5 hxg5 you can create passed pawn at f file and king cant stop it because it cant move away from g7 (once pawn is at a2). White's best try is not to take and it is not that clear to me how Black should win

17:55 after he plays Kf2, you should play a2, and if he allows it you have Rh1 on the next move. You’re setting up promotion and if he takes the pawn you have Rh2+ skewering the king and winning the rook. Really useful endgame idea to know.

At 11:13 if white had played Rfe4 and black pinned with Qc5, black has a nice resource with Qxc4! as Qxc4 Rxe8+ is a check. After Kh7 Rde3 Qxa2 I think black is still better due to passed pawn and white's weak king
