There’s certain (two I believe) questions that can be asked and if the owner of the dog cannot answer them then service can be denied. Also most of the time with these type of people they’re clearly bringing in an emotional support animal (not protected by the ADA) or just the family pet since it starts barking and/or going around to everyone for pets or beg for food. It sucks since the people with service dogs then get a bad rap.

Service dogs are sometimes recognized as medical equipment by law (depending on the region) so if you distract on or deny it access, you can be charged with tampering with medical equipment which is punishable by fine or even imprisonment.
