You've forgotten to mention that the network itself also has to be in the same IP range. If you assign a static address ( I'd left it to DHCP ) of a different unknown hnetwork you still get no connection with the PLC. If you have crossed networks you don't need to worry. If isolated - better check if the cable plugged in is within the PLC's IP range.

Why did you used unique ip instead of the ip address of the plc?

Every device on a network has to be unique including your PC. Just ensure your PC is on the same network as your PLC and you're good. I recommend you watch some of my networking videos.
