That's crazy! I had 104 pulls saved from after Robin. She actually took 90 pulls exactly, which has never happened to me before. Saved every wish after her banner and took 50 pulls, lost to E3 Himeko, then got Boothill one 10 pull later. Then got his LC after another 40-50 pulls. Sounds like you just need to pull one more time to get him, so if you decide to, I hope you enjoy him. I must say, he literally 1 shots all the overworld bosses.
