Plinth beam : Plinth beam design I Is it mandatory to model plinth beam for design?

Plinth beam is a part of the structural frame. It is a part of the lateral load resisting mechanism.
Therefore it is mandatory to model plinth beams in your analysis model.
The soil under the plinth beam is useful for resisting Gravity loads. But not the same during a seismic action. You need to consider many things before deciding to support the plinth beam on the soil.
The video explain the frame action due to lateral load and demonstrates the moments developed in the plinth beam

Avoiding plinth beam will cause the column to become slender but most of the times, the plinth beams makes it a short column fully under compression, which itself is a problem..

yes. but that does not mean you should not provide it. If you provide, model it and capture the effect in analysis and then design for it
