I made one of these a couple years ago. I pushed small nails through the ear plugs to make darts. Worked great!

My dad made this for me when I was a kid. He cut a metal coat hanger in short pieces and added them to the ear plugs. Worked great.

Here's an interesting upgrade to put on the "gun like" blowgun. Simply put a box ("clip") on the top part, make a hole, blow continuously and voila! Automatic ear plug shooter :)
