Deduction is voluntary but villages council were implementing forcefully to get commission, first complaint to respective villages council who are collecting, government has no objection, wheather the beneficiaries may allow to deduct or not, it is the discretion of beneficiaries State Government only emphasis on house completed report to the central government.
