On one of the PMI questions that I have screenshot of practice exam During Project Implementation, a functional manager asks to include additional func that benefits customer. What should the PM do? A-Submit the request to CCB B-Refer request to sponsor and steering comm C-Implement the change D-Engage stakeholders to obtain agreement I selected D and correct was A.. How do we get this right?

Please help answer: At the end of a Project, the client accepts the product specification, but the sponsor does not. The Sponsor says that the quality of the Product is too high, & will cost too much to produce at the correct price point. The Project Manager responds to the Sponsor that the quality is fulfilled as planned. What should the PM do next? A - Ask Sponsor to issue a Change Request B - Deliver the Project as per the Project Management Plan without any changes. C - Request additional budget/time to complete the product with the required quality D - Organize a Team meeting to discuss the Sponsor's change

Good point. Generally in most orgs. the sponsor is part of the CCB...hence that conflict is not there. In orgs. where that's not the case, it OK for the sponsor to take the call since he is the main budget owner...not the CCB. And the CCB understands that.

Hi Ray, A small query about the second question. suppose we add the 5th option asking to document a formal change request. According to the flow chart you have exercised in your video the answer should be this 5th option but I have taken few questions before where I had opted for this 5th option but to my surprise, correct answer was to identify the impact along with your team before documenting the change formally. Hi Sameer, the sponsor is a member of the CCB. Hence when a change request is approved, it has the alignment of the sponsor. However, it's the CCB who approved the change request and NOT the sponsor only, to avoid conflict of interest.

In PMBOK 6th edition it is written as" customer or sponsor approval may be required for certain change requests after CCB approval unless they are the part of CCB" if we consider this statement I think we have problems in the order described in video.

Hi Abhi, yes you are correct. And for this reason, any framework is dependent on the scenario or situation. Generally, in PMP questions, it will not be stated explicitly that your sponsor is a part of CCB or not, hence my framework provided here will work 80% of time time. For the rest 20% there are certain exceptions for sure. That's why they are called FRAMEWORKS and not LAW.

That's because option D is partially correct! Checking against contractual provisions means that you are only considering the 'procurement management' side of it, but what about quality, cost, schedule etc.? Hence, option B is the best answer here...remember that you will find a lot of options in PMP exam which will be 'partially correct'...herein will come your analytical ability to negate that option based on logic....

Hi Anjali, risk is something that threatens to push your project out of it's baselines (cost, scope, schedule, resources etc.). Issues are mostly related to day-to-day project works such as 'call a meeting with XYZ', 'order new laptop for XYZ', 'send out report to stakeholders' etc. Here is where your experience of doing real-life projects come to place...

How does the change request work if there is no impact to schedule, cost, and scope, or is it inevitable it would impact one of these constraints? 1. If change request is out of scope, it does not go to CCB. Check the Yes/No decision point in the flowchart explained in the video once again... 2. If a change request does not include schedule, cost or scope, then you need to check impact on resources, risk, communications, stakeholders, quality etc. 3. Customers/sponsors often are part of CCB only...

Hi Stacy. Yes, you still update the change log in this case & mark the change as 'rejected'. That helps you to refer back to this log if someone else comes up with the same request at a later date.

One important piece of information this video does not talk about is that if the baseline in the planning is not done then a change can happen without going through the change control. This applies after the baseline is established.

In ICC loop alignment happened between sponsor and client, then why CCB has to reject. Sponsor is also part of CCB, if not after CCB decision, sponsor approval need on the decision then what is the need of ICC loop?

Hi Narayan. Good question. ICC Board is kept in the system to prevent any conflict of interest, If there is a change which may benefit the sponsor (unethically), then ICC Board ensures that the decision is unbiased. Sponsor may be a part of ICC Board but he is not the only approver. However, if a change is approved by ICC board, the sponsor should have a VERY solid ground to reject it.

Hi Ray, in final step... Should we first go ahead and implement the changes or first update the change log. In one of the mock exam I have both option and I had selected the update the change log and it was wrong... Correct answer was implement the change request...please advise .

Hello Mayank, logically implementing the change should come first. Because once a change is approved, the only thing you can update in the change log is moving the status of the change from 'pending approval' to 'approved'...that's not a mandatory thing to do & does not affect your project as much as delaying the implementation of a change once it is approved. Once the implementation is complete, the status in the change log will move from 'approved' to 'complete'....so logically, implementation comes first.

However in the drawing we did in the video it is written "create formal change request" and then we check the impact it has on the main constraints...

Hi Ray, please I am still confused about this process. So I summarize as this . 1. Customer request for a change 2. Document a CR 3. Do an impact analysis with the team 4. Inform the sponsor and Customer 5. Submit to CCB 6. CCB conducts a details analysis 7. If approved, deferred or rejected, update the change log and execute if approved. PLEASE CONFIRM IF THIS PROCESS IS CORRECT

hi Ray, the process is still not over in my opinion. There are 4 outcomes (1 when the CR is out of Scope, and REst are Hold, Accept and Reject) and I think affter a decision, the formal communication needs to be sent to the StakeHolder about the status of the CR. The StakeHolder might get furious about the CR not being accepted but then as you said CCB/Sponsor is the final approval so redirect the StakeHolder to the Process that CCB Decision is final. Appreciate your effort in creating this one..

Another one During the project execution, stakeholder requests a change to ensure final product will satisfy their requirements. What should project manager do next? A) Approve the request only if it does not have impact on budget or schedule B) Submit a change request, as per the project change control process C) Reject the request D) Ask the team to determine the impact of the request on budget and schedule I assume B is only correct because option D does not ask team to evaluate impost on the triangle and etc. Had the option D included analyse the impact then D should be correct, right?

Hi Ray. What about the change request about proj scope. I think in your flowchart, the request should be linked with proj charter instead of scope.

Hi Mansoor, the carter does NOT define the scope of the project 100%. Keep in mind that the charter is written first and then the scope is defined...scope is very detailed and hence will contain a # of items which will not be present in the charter.

Does ICC thread still hold for Agile projects specially when we know that changes to the Project scope is expected? 2. What if the team is not happy with the approval of the CCB on some changes? Hi Anita, 1. ICC thread holds true irrespective of the project methodology. The only difference is in Agile/Iterative projects, you need not to submit Change Requests every time to CCB since by nature agile projects dosen't have a fixed plan beyond a short horizon... 2. Once a change is passed by CCB, you need to implement it regardless the team is happy or not. It is your job as a PM to ease any differences of opinion within your team members BEFORE the request goes to CCB... Hope this helps! Ray

Great Vid! Shouldnt there be an evaluation of whether the requested change is actually a risk response with cont. reserve ? (as per RITA page 562 bullet 5.a) This would trigger another flow which is not present in your analysis.

Hello, good point. That discussion will only come if the change calls for use of extra funds (contingency reserve). Anyways, that will be taken care in the 'impact analysis' step of the ICC chart where you do evaluate the impact of the change from cost standpoint as well...

In one of your videos, you referred to difference between documenting the change, and creating the change (if i remember correclty). the examples in the video you did, the first question...could you explain the option B is the creating a formal change request. Is it the same as documenting (like just for record purposes)?

A tip which I will give you is: don't treat answer choices in isolation, but always evaluate them w.r.t. all 4 options...the trick is to select the 'best possible answer from 4 choices'...not the 'best answer'....

Hi Ray, thank you for the wonderful explanation of ICC. I have a question regarding the change request. Who can submit a change request? As far as I understand from the flowchart, PM recieves a request for change and then PM after analysis and discussion submits a formal change request to CCB. However, I read somewhere that any stakeholder can issue a change request. So any stakeholder can submit a change request to PM and it is only the PM who can submit the formal change request to CCB after analysis. Is this understanding correct?

Yes, that's correct! :) The PM should collect all the CRs from stakeholders and after analysis submit it to CCB...
