For the first idiom, I think it comes from the people's action that they roll up the sleeves of their shirts before doing a hard or busy job like lifting a heavy load or being about to cook a big and delicious meal for the family so that they can be comfortable and easy for their movement . 1) No, I don't think it is completely necessary for people. As long as their clothes are comfortable and simple for themselves. In addition, shopping is optional depending on their living style. 2) I would say no as some people including the elderly are not interested in new trends and fancy clothes to cope with society. Moreover, If we had to focus on the newest version, we will have to spend more time and effort on it, which will greatly reduce our current either studying or work efficiency and time. To be perfectly honest, I am not a shopaholic but window shopping and exploring in the library is my cup of tea..
