That is logically impossible. N is from Unova, being raised in the woods and then raised by Ghetsis. He was raised with his sisters Concordia and Anthea under the supervision of the Shadow Triad. Wally is from Hoenn, living in Verdanturf with his Aunt and Uncle. They are two entirely different characters, making the notion that they are the same- or even brothers- preposterous.

The FRLG and RSE (ORAS takes place in an alternate universe where Mega Evolution is discovered and a meteor is bound for Hoenn, thus the events of the Delta Episode begin. X and Y also exist in this universe.) storylines are the first to take place, they are at the same time. Then, about 3 years later, the events of both HGSS and DPPt take place. Then a few years (the exact time passage isn't clear) after that, Black and White take place. N flies off, away from Unova, and Hilbert/Hilda leave to search for him, which is why there are new protagonists in Black 2 and White 2, which happen 2 years after. (The events X and Y also take place in this time, if Kalos exists in this universe. If Kalos does exist then there is no Mega Evolution and the war 3,000 years before supposedly never happened.)
