Event pokemon are the only pokemon I'm ok with being hacked as the window for getting them is in most cases incredibly small and if it's not available anymore, your chances of getting a legit one via trade or other means is virtually zero. If GF don't want people to hack event Pokemon, they should make them more widely available or just not have event species to begin with. There's nothing wrong with having events for individual Pokemon, but making an entire species purely an event Pokemon that at maximum a few thousand people will ever be able to get in the legitimate way is just asking for people to hack it.

The patch program works, but when I try to apply the patch it says "The specified file could not be found." Oh and BTW I don't have a DS. I use an emulator.

Not to judge, but to help you get your facts straight: 1. V-create is an event move that Victini could learn... but so could Rayquaza. 2. Fusion Flare and Fusion Bolt can also be learned by White and Black Kyurem. 3. Sacred Sword can also be learned by Virizion, Terrakion, Cobalion.
