I don't think it was unreasonable to retest Palafin. It was banned prior to the dlcs introducing a few massive threats to it, primarily Walking Wake, Raging Bolt and Wogerepon. We also know that we can expect the new mainline game in 2026 and most likely the end of 2026 so we have a solid 2 years to spend time testing and retesting. TLDR. retests are fine if the context of when a mon was banned has changed.

I'd like to mention that when Tera was initially tested, we were told that it would be retested later on. This was an mportant factor affecting player's votes. They then proceeded to never retest Tera. Truly amazing work by SV tier leaders

Suspect tests are done on a case-by-case basis; there has never been a suspect test that runs on the caveat of "it'll get retested later". If tera had been banned in the first suspect test, it would not have been retested. Also trying to blame this on the council is beyond stupid. There have been a bunch of community surveys this generation, and tiering action on tera has had consistently low support after the first suspect. There isn't any point in wasting people's time with a suspect test that isn't going to go anywhere. Tera isn't magically going to get 60% ban votes after a survey score of only 20-30%.
