Ditto is available with 8 badges it only appears at blue light den and if ever u interact with the den and it is not a ditto just reset the blue light will still be there and the pokemon will be reset.Also rockruff is to the west of u where the woman is blocking the entrance to the cave it appears in red light dens also required 8 badges.

Holy shit you got it early, i have thrown in more then 400 of the fragments and still haven't got it, and yes i have beaten amber... i am probable just extremely unlucky huh

Does it have 3 max ivs like a max raid aura ditto in the games would?

oof i'm honestly not sure but once you get fasr in the game you can change the ivs on ditto at the hospital of hope
