Sejun Park was able to use Pachirisu effectively because it learned a move called Follow Me, which redirects attacks away from its partner and to itself. it also had nuzzle to paralyze opponents. it was also able to succeed because of the unique timing and the other pokemon that were popular in the format. Luvdisc is significantly weaker than Pachirisu, and I highly doubt it will ever see any use at all in VGC

Pachirisu was how I beat Diamond back in the day. It ended up becoming my favorite Pokémon. Was really surprised when it ended up winning the VGC much later

One thing they didn't mention is that Pachirisu is one of those pokemons with gender differences, which in this case are displayed in the form of the blue mark on the head being smaller or longer depending on sex. It is also the Sinnoh Pikachu clone.
