Mostly by people who didn't seem to realize he specifically chose it to fill a strategic niche rather than out of any kind of inherent favoritism for the thing.

Pachirisu makes for a great Catching Pokémon. Nuzzle and Super Fang already has good synergy, but Bestow is a lifesaver. This is meant to give anything low on PP a Leppa Berry. And since it has Pickup, it can Bestow the Berry infinitely.
