Is it possible to install counter balancer in without turning the gears? Mine dropped right in and meshed

Hey man. I’m doing one now and I need help with timing. For some reason no matter what I do after I rotate it by hand the piston hits the valves and the camshaft gear lines are off by like 45 degrees
