I can't speak for Cali, as they don't use supercars or hypercars, and for the fact I don't live there. (LAPD is exempt, but their lamborghini is a recruitment vehicle)

Well the “road separator” is a median it divides roads and lane’s near intersection’s or main roadways some times that have grass or grass with trees or plants the reason he hoped over is because when emergency vehicals need to get through traffic and when a road is blocked up that may go over the median and go on the opposite side of the road i was with my father once and a fire engine game head on with us and nearly hit us on the ring side of the road but that are aloud to go and do things that would be against the tipacail law so they may get to the call ASAP so there is your answer sir!
