She was incompetent and very likely been sucking some D as she had way too much responsibility for her lack of training and willingness to become proficient at her job. The Police force has had a problem with excusing terrible officers who fail to meet the standard for either diversity or because that officer knows somebody high up. Alot of good officers said adios and left when they could. I know an officer who had a great record of being great when force was needed and was also great when compassion was needed. He would take prisoners out to each (of all colors) when transporting them and would tell them about all the programs including health care they could use to better their lives. He got tired of all the terrible officers being excused who couldn't fight, plan, or organize anything. All their compassion they tried to show for brownie points lead to things being worse. He retired immediately with a flood of other officers. The state tries asking for him back and he refused

One thing law enforcement can do to gain community trust and have them on their side is to keep their slippery zippers zipped. Stop the cheating! Call your coworkers out who do! The Government needs to impermanent a new insurance program for police officers, a malpractice insurance for police officers, for cowboy actions,racist actions,,and innocent death of an American citizen of any race,religion or sexual orientation,,with each strike upon one's insurance that officers rates would increase to the point of to high and the insurance corporation cancels the policy,,no insurance no police position or job.this insurance pays for any future law suits in which the officer is sued for wrong doing or any criminal acts and the insurance pays the law suits not the American tax payer nor the county, city or state and after a year of great police service of paying your insurance and great service to the American people whom they took an oath to serve and protect, that officer should receive back 100 % of all money payed into the policy at the end of each year,strikes means less percentage at the end of each year...SO IT PAYS TO BE A GREAT POLICE OFFICER...

Training has little to do with it. Ask yourself why Indian, Chinese, Arab and Jewish communities somehow aren't being brutilized and killed by the police? Because those groups have an economic base and practice strong groupism. What we have here is an epidemic of non-compliance. Take a look at Los Angeles; we have at least one police chase every day with drivers who think non-compliance is their right...it isn't. We've had impaired drivers, murder suspects, hit and run drivers, etc. attempt to flee by driving away and refusing to pull over, leading to dangerous high speed chases.
