The bus driver is not the police. They report and have to keep everyone else safe. The bus is loud they have to pay attention to traffic. How could she even suggest the bus drivers to assume either liability or responsibility.

TD for promoting any notion that the driver bears any responsibility. That said, I do think that with all the traffic, and cranky passengers, and other demands on the drivers' attention, that they could use a second person on staff.
