The casino's own everything right up to the sidewalks. It's all private property to that line. If the protestors were given permission to assemble, peacefully protest and display signage on that specific property by the owner or their agent. They can be there, the police are there to enforce municipal ordnance which prohibits impeding the sidewalk and roadway. Those areas belong to the city of Las Vegas.
