I had a friend who lived two floors above a guy who had done the three strikes on DUI, done the jail time, and could never have a license again. When he was drunk and out of beer, he would grab the keys to his car (because the lack of a license doesn't preclude the ownership and registration of a car in my state) and drive down to the package store. Every time my friend saw him, he'd call the town cops direct on the non-911 line, and the call went pretty much like: (names changed) "Townville Police, officer Smith how my I Help you?" "Hi, it's Joe Miller..." "Frank driving again?" "Yep, left two minutes ago." "Thanks' Joe, we'll look for him." - About half the time they would catch the guy driving, and he'd spend the night in jail, and somehow his lawyer always seemed to get him off.

Hadn't had a drivers license for decades, but didnt care. Killed and injured numerous people in his many accidents. Last I heard, he was still out driving. He'd go away for maybe 30 days at a time.
