You know the legislative and the executive branches are not the same thing, right? The Knesset is Israel's parliament. It's a bit like our House of Commons. The Prime Minister and his cabinet are members of Knesset (MKs -- a bit like MPs, you understand?), but so are other politicians from other parties. There is an official opposition, like we have, and there are also other opposition parties because it's a diverse country and they have a multi party system. The bill that was passed through the Knesset relating to unrwa was actually introduced by an opposition MK I believe. So yes, although they may agree with this bill and may have supported it, it was passed by Israel's parliament and not their government. Hope this helps :)
