Sir almond and verba Categories "Civic culture" into three part and told also that they are not appropriate for stable government ,also they told that "Civic culture" is appropriate for Stable democratic government where elite Rules but when in india British (Elite) rules they exploited,and Indian fought for freedom and break British government, also if we see Marxist Historical materialism then also we see that there were elite were exploited , working class, or slave then how it's is so appropriate to say that only "Civic culture" Good for stable democratic Government??????
