Many commentators today disparage federalism as anti-democratic and push for consolidating policy decisions into larger political arenas to address social and economic problems. But this ignores the diversity of preferences within any large jurisdiction. Elinor Ostrom and Vincent Ostrom recognized the importance of self-governance and drawing on the local knowledge of citizens to develop successful policy options through polycentric systems. In this lecture, we will explore the Ostrom model of polycentricity to understand the strengths and weaknesses of this form of policy structure for solving public problems while preserving liberty and self-governance.
