I couldn't make the indicator bars. After pressing Alt+D, pressing R and Z doesn't change the bar's position. It just tilts 30 degrees to the left in the same center. How can I do it? Can you help me?

You didn't move it in edit mode but in object mode. So you moved the origin as well.
