I had fun using them on my PC a long time ago but it needed too much monitoring since if the cooling of the TEC failed, my CPU would toast very quickly. It was fun though.

Hijacking a top comment. This is a peltier, and while they certainly work, what is not described here is the very high power draw. That's one of the main reasons we stopped trying to cool processors with this in the 90s, so if you think this will work well for a mobile device, know that you're not going to power it from your phone because either it won't be powerful enough and/or the battery would drain in absolutely no time.
