If you use the emulator mGBA, it's as simple as starting up a copy of the game, then going to file>new multiplayer window and starting the game in the second window.

The emulator My Boy! is supposed to be capable of doing that. Not something I'm too familiar with, though.

If I recall, you technically can start a game in 4 player, but the third and fourth GBA cameras are just stuck in the corner with no playable characters. I hadn't looked more into it to see if it's possible to use cheats to fix it. I'm thinking that maybe this game was originally meant to be 4 player, but it was removed because of time constraints.
