Yeah this was talked about In the earliest theories for these games, It seems like poppy flowers have some property in this universe that prepares subjects to be made into toys, which I believe is the whole point of CatNap being in the Home sweet home/orphanage, his main purpose is to expose the kids to this gas over time (as said in the first tape "CatNap had the red smoke in the room" implying this is a regular occurrence), they are then extracted from the orphanage to become experiments (as seen in a later tape, which involves an audio recording of a farewell to a child who's being taken away, likely for this purpose, aswell as ANOTHER tape where a child experiences abnormal brain activity and is removed from the Home sweet home)
