If he's the only signer, technically he could file her transactions as fraud but he'd have to file a police report. Once they determine he didn't safeguard it by giving her the card, the claim would be denied leaving him liable. Also, all he had to do was call customer service, report the card lost and have a new one mailed to him. He's purely responsible. This is why you don't just give your card to anyone and trust they won't screw you.
