Phd degree award is important but you can apply to get in to the interview if you have submitted your PhD. Make sure you provide the proof. Phd must be successful defended before joining such positions, what is your research topic?

Why not ? Remember WHO is more of human health so if you work on human animal research, you have a good chance. You need to get in to the top Indian universities and then move to abroad for your PhD or post doc. It’s a long journey! I admire your goal !! Keep the spirit high 🙏
