isnt vertical and horizontal equity the same thing if people on the same incomes are taxed the same, and higher income earners are taxed more than less, surely, there isnt really any distiniguishment? unless by horizontal you mean everyone is taxed the same so it would be regressive?

horizontal: same income taxed the same vertical: progressive but can be progressive without everyone on same income being taxed the same!
