Not sure if it's a bug or intentional but if you have a Premium hosted workspace and give a free user viewer access, they can see it via the workspace menu but can't actually open it - they get a prompt they need Pro. They can see the content via "shared with me" which isn't as intuitive. The same flow on the mobile app does allow them to access it via the workspace.

It depends on what you want to do: see it like this: listening to your favourite band on a live stage or via Spotify - some things are the same, some things are different; choices.

App = consuming report content only viewing reports dashboards. Accessed by AD group or individual users set by pbi admin mainly for end users. Workspace = reports deployed from pbi desktop to the pbi service, not generally accessed by report consumers, can setup scheduled refreshes through properties here more of a place to manage reports more developers and pbi admins.

As someone mentioned an app is created from a workspace. Apps are largely for consumers, so viewing and interacting. You can package together and do some customizations on report navigation. So you can choose which reports to include. Workspace does have over lap with app features, but a workspace you can do a lot more like create data flows, create dashboards etc.
