A Synchronous Condenser can able to supply Reactive power to the Grid (U/V condition) in lagging pf i.e. in Over Excited condition and can able to absorb Reactive power from the Grid (O/V condition) in leading pf i.e. in Under Excited condition.

Under over excited mode of operation syn motor I.e syn condenser is in leading power factor and flux will be demagnetised.
