So, how do you actually build those foreign bases? I have several agreements now allowing me to, playing as China. However, whenever I go to build, I can only select China as region no matter what. It's really annoying.

Subsidize millitary in industry menu. Start millitary research and once research is complete you can go to new millitary contract and thn u can see your own country in drop-down menu.

I know this video is older, but in P&R2020 I use the National Service to boost some employment and the country (I play as the US and Venezuela a lot) seems to love that over the Career Soldiers and Conscripts. I don't know why as you would figure citizens prefer optional service, but the game has it as if citizens love forced service. Also, I use God N Spy to do quick research on military and quick buildup, and WOAH if level 5 items don't increase budgets by HUGE amounts. I demolished all but 4 bases (2 of land, air, and sea) on mainland US and kept 2 of each in Europe and 1 of each in Asia, and by budget was up to about 10 trillion.

Yes, but that depends on your approach. If you start with a country that is a UN's security council permanent member it should be fun and easy, bc you can veto their call for an intervention against you; but if you play with a regular country, you'll need to keep a vast spying network to provide proof that one country is a threat to international security and then asking for an intervention against them. Keep in mind that if UN's security council give you permission to attack that country, they will attack it too, so you'll have to take their capital before the other countries do so you can annex them into your territory. If you don't want to wait for UN's permission, you can attack too, but your adversary will call for a vote for an intervention against you and you'll have all the world trying to invade you. But if you like the war mechanics and know how to play it, its fun although not easy.
