This is incorrect! The ATOM doesn't change energy levels, the ELECTRON within the atom does! The electron absorbs energy and jumps up from ground state (lower potential energy) to an excited state (higher potential energy). When it falls back to the original ground state it gives off the absorbed energy in the form of light. The bigger the jump up the more energy emitted and the higher energy color given off (violet as opposed to red)

Wish you had explained how the atoms go from excited state to ground state cause the picture you show seems like the detector is measuring the energy in the excited state.
