This was not field recruiting. They had names on their shirts already... Looks like they were in the academy already... When I was applying for the department in the late 90's I just missed out on the physical test by a few points. Never re tested. Big mistake..

You have to sign a 4 year contract with DPD. If you break it you pay for your training and you are blacklisted.

I have done the Physical training for MDOC in July of 2022. It is the same as for the MCOLE I have finished my time in 4:52 for 10 obstacle courses.

Military organizations have the same problem. They need more recruits and you'd screen out too many people if you had the same physical standards as men, since women on average perform lower than men of the same age on many of these physical tests. The distributions overlap though, so a very fit woman will beat the couch potato men. The difference might be even more glaring if the tests had a pullup component. However, physical capacity isn't the only requirement for a police officer or soldier. There are some duties where you benefit from having a female officer, such as to search a female suspect, or for community policing. Police do a lot of jobs that don't involve fighting with people, in fact the goal obviously is to avoid getting in fights. Note that you see plenty of veteran officers who don't look like they would perform well in these tests, unlike say the Marine Corps which requires its personnel to get re-tested throughout their term of service.
